Wish Tag+White Rock in Emerald? Empty Wish Tag+White Rock in Emerald?

I was suspicious about this, I have heard that if you get some sort of wish tag and use it on the White Rock in Mosdeep City, a Jirachi will appear. xp Cool huh? I believed that when I first heard it.
